Irrigators' association vows to sustain project

Roxas City (28 April) -- The officials and members of the Capagao Farmers Irrigators Association (IA) of Barangay Capagao, Panit-an, Capiz had committed themselves to sustain the operation and maintenance of a newly completed pump irrigation project during a turn over ceremony last week.

Alejandro Iglesia, IA President, said the association will comply with its equity obligations as stipulated in the rights and responsibility from the construction until the repayment and maintenance of the project.

He accepted the symbolic key for the project turned over by National Irrigation Administration (NIA) - Capiz Officer-In-Charge Provincial Irrigation Officer Engr. Ricardo Penaso.

The P15-million project was funded by the Japan Bank of International Cooperation thru the Department of Agrarian Reform's (DAR) Second Agrarian Reform Infrastructure Support Project (ARISP II) to help 101 farmers cultivating 114 hectares of ricefield in the area.

The realization of the project was also supported by Capiz First District Congressman Rodriguez Dadivas, provincial government headed by Gov. Vicente Bermejo and local government unit of Panitan.

During the ceremony, Panit-an town mayor Katherine Belo and Brgy. Capagao Chairman Ignacio Deocampo expressed support to the project amidst a challenge posed to IA officers and members to value and be accountable for the project.

"The Council will help on ensuring the sustainability of the project if they perform their responsibility," said Deocampo, who welcomed guests from various agricultural development agencies, provincial and municipal governments, and the media.

The association was organized and registered with the Securities and Exchange Commission in 2002 to become NIA's partner in the implementation of the communal irrigation project.

A future training on financial management system for some IA officers will be conducted to help the association towards sound fiscal administration.

The ceremony was graced by NIA Regional Director Engr. Felix Razo, ARISP II Representative Engr. Henry Zapata, DAR - Capiz Provincial Agrarian Reform Officer Eberardo Erispe, Panit-an Vice-Mayor Generoso Derramas, Capiz Agriculturist Sylvia dela Cruz, and some DAR and NIA regional as well as provincial employees, among others.
